In the first two lines the poet talks about the two possible ways of destruction of the world. One is by fire and the other by ice. The poet is with those who think that fire will end this world. Then the poet says that fire or ice can destroy the world only once but hatred can destroy it twice. On second thought he says that ice can also destroy this world. Ice will destroy it very slowly by starting a long ice age. But hatred will destroy this world rapidly by destroying our society. Therefore, we should live in mutual harmony.
